Researchers interested in cross-country comparisons now have new opportunities to work with international PIAAC data through the OECD’s Remote Code Execution (RCE) Service. The service provides access to the international Restricted Use File, which contains more detailed information than the publicly available PIAAC datasets (PUFs).
Analyse data without direct access
Through the RCE Service, researchers submit statistical code to the OECD, which runs the analyses in a secure environment and returns disclosure-checked results. This allows researchers to work with detailed international PIAAC data while ensuring participant confidentiality.
The service makes it possible to conduct more advanced analyses across participating countries and explore topics such as adult skills, labour market outcomes, lifelong learning, migration and social inclusion. It is particularly relevant for researchers who need access to detailed international data that are not available in public datasets.
Who can apply?
The RCE Service is available to researchers affiliated with recognised academic, research or policy institutions. Applicants must submit an online application here and demonstrate experience working with microdata and statistical software.

How does the RCE Service work?
Interested in working with PIAAC data from several countries? The OECD RCE Service offers a pathway to comparative international research using the full international PIAAC dataset.
Using the RCE Service involves the following steps:
- The researcher submits an online application, including a research proposal.
- The OECD reviews the submission and grants access to the RCE Service if approved.
- The researcher submits STATA code to the OECD’s secure execution environment.
- The OECD executes the code on the RUF.
- After a confidentiality and disclosure review, only aggregated, non-identifiable results are sent back to the researcher
